Water Resources Act Passes

Late in 2002, the Water Resources Act was passed by the State legislature. This legislation will bring numerous changes to the water industry, including the development of a State Water Plan. The legislation can be read by logging on to The Pennsylvania General Assembly Web page. Some of the highlights include the following:

  • Establishes an Agriculture Advisory Board
  • Establishes One Statewide and Six Regional Committees that will be involved in water resources planning, and are specifically tasked with guiding the development of the State Water Plan. It should be noted that these committees will include one representative of a public water supplier, while other industries are granted higher numbers of representatives.
  • Identifies critical water planning areas within the Commonwealth.
  • Requires the development of a State Water Plan within five years of the legislative effective date and lists the specific items that are to be addressed in the Plan. This Plan is a much needed and long overdue study of water resources throughout the Commonwealth.
  • Establishes a statewide data system, which water users will be required to participate in. This reporting requirement will apply to users who withdraw as little as 10,000 gallons per day.
  • Establishes a means of giving special consideration for PENNVEST funding for projects that reduce unaccounted for water.
  • Establishes grants through the Department for certain projects that reduce water use and/or encourage conservation.

The Operators Certification Act was signed on February 21, 2002 and is now known as Act 11. A summary of the provisions of this Act can be found on the Operators page of this web site. Lab Accreditation

The NELAP/NELAC lab accreditation program received final passage in the House on November 19, 2001. It was referred to the Senate Environmental Resources and Energy Committee on December 3, 2001.
