Position Summary:  	
This is a responsible supervisory position providing oversight of all operational functions, training, and initiatives at the Water Treatment Plant, including laboratory, treatment processes, and technical items including SCADA control systems. This job requires organizational and administration expertise for effectively managing Operators and other personnel of the Water Treatment Plant. Responsible for the efficient production of quality water in sufficient quantities to meet system requirements.

Qualifications:	
Thorough knowledge of physical, chemical and water treatment processes, laboratory analyses and technical operational requirements of water treatment plants.
Ability to review, plan, organize, and coordinate all assigned projects both in house and outside contractors. Positive leader, with good leadership and organizational skills.
Thorough knowledge of safe work practices, formulates plans of action, and ensures their compliance. Working knowledge of regulatory laws, rules and regulations.
Ability to compile and interpret operational data.
Good management and communication skills including the ability to work with and teach and train others. A minimum of eight years of progressively responsible experience in the operation of a water treatment plant and laboratory.
Preferably with three years in a supervisory role.
Preferably possesses a Bachelor’s or Associates Degree in Environmental Science or a related field. Knowledge of Windows Operating Systems and programs.
Knowledge of computer data bases such as work orders, purchase orders and inventory. Knowledge of SCADA Control Systems.
Possess a valid Driver’s License.

Essential Functions:  	
Oversees daily plant operations, SOP’s, Lab Procedures, Treatment Procedures, Training, Data Collection, SCADA, etc. Plans, schedules, and supervises the execution of plant initiatives, projects, and safety/training programs. Assist Operations and Maintenance Supervisors as needed including with chemical, physical, treatment, laboratory and technical operational functions of the plant to make effective use of employees within an approved budget and quality standards. Establishes water quality goals and metrics for the plant and initiates, halts or modifies the treatment processes or methods and directs the operations with regard to water quality.
Coordinates operational functions with maintenance activities.
Plans, schedules, directs, supervises and trains subordinates in plant operational functions and equipment. Establishes plant treatment processes, including chemical feed rates, flocculation settings, filter rates, and filter backwash parameters.
Establishes daily work schedules, practices and SOPs for the operation of the plant.
Trains and directs plant personnel in performance of routine laboratory analyses and in the required analytical thought process needed in utilizing laboratory and SCADA System to modify the operation of the plant.
Ensure all regulatory obligations relating to carrying out all operational functions are completed in consultation with the Water Supply & Treatment Superintendent as required by DEP permits or regulations. Ensures Chlorination system is operated in accordance with US EPA Risk Management Program rules.
Maintains laboratory and operational records; submits reports to regulatory agencies.
Monitors wastewater disposal facility, completes monthly NPDES report and oversees lagoon residual removal.
Communicates with regulatory agencies such as the PA DEP.
Maintains employee attendance records and performs payroll data entry.
Establishes and maintains an operational inspection program of physical treatment facilities.
Prepares reports as required.

Other Duties:	
-Develops and executes Safety and Training Programs
-Contributes to Water Supply & Treatment functions as needed including assisting the Superintendent with system-wide matters, contributing to the management of WC as needed including Personnel and PA One Calls
-Schedules and supervises the work of outside contractors as required.
-Assists in administering plant fiscal matters and participates in special projects and in the preparation of reports and annual operational budget, reviews operational records and data, and develops recommendations.
-Willingness to be on-call or available on off-hours to answer question/address problems or as circumstances or emergencies may require.
-Assist with plant compliance and regulatory matters
-Assist with timesheets and personnel matters
-Other related duties as required.

Physical Requirements: Ability to bend, stoop, kneel, twist, climb, lift moderate to heavy items and meet other physical requirements on an as needed basis. Ability to work in inclement weather.

Working Conditions:   Ability to work in all conditions and be on call as needed.
Safety Sensitive Requirements:	Ability to climb ladders, wear an Air Pak or Mask/Cartridge.
First Aid and CPR Certified and knowledge of confined space entry procedures.

Training:	
Willingness to attend training classes.
Possess a PA DEP Class WA-2,7,8,10,11 Water Operator Certification or the ability to obtain certification within four years. A certified incumbent must obtain certification within one (1) year for the Water Sub Classifications of any additional treatment added at the Water Filtration Plant.
