Job Overview:
GENERAL STATEMENT OF DUTIES: Performs technical work in the installation, operation, repair, maintenance, functional evaluation and programming of electronic and computer equipment/instrumentation and SCADA Systems at various facilities and locations. Performs related work as required. DISTINGUISHING FEATURES OF THE CLASS: Employees in this class are responsible for the installation, repair, maintenance, functional evaluation, programming and proper operation of a wide variety of electronic instrumentation, electronic and computer equipment and SCADA Systems and security systems at various locations. Employees are responsible for the generation of custom reports through the SCADA Systems’ report generator as conditions warrant in order to track various metrics. Employees are expected to exercise good judgment and to work independently under the general guidance of his/her immediate Supervisor. The work is reviewed through periodic reports and the proper functioning of the facilities and equipment. The work also involves the keeping of maintenance and programming records and the inventory and ordering of needed parts, hardware and software. The incumbent is expected to act in a professional, polite, courteous and respectful manner at all times. EXAMPLES OF WORK: Oversees and participates in installing, operating, repairing, maintaining and performing functional evaluations of electronic equipment/components and SCADA Systems’ hardware and software necessary for the operation of various facilities and other associated locations as required; Installation, maintenance and repair of metering equipment such as pH, chlorine, turbidity analyzers, chart recorders, etc. Must be able to repair the SCADA Systems’ hardware; Must be able to make programming changes to the SCADA Systems’ software; Maintains records of all repairs, reprogramming, maintenance, replacements, systems checks and all other work performed; Maintains inventory of parts required and is responsible for equipment/parts ordering through the immediate Supervisor; Replaces defective solid-state components, circuit boards, power supplies and related parts; Designs and oversees the installation of “in-house” cabling and wiring required to enable equipment and the SCADA Systems’ to function; Repairs meters and test gear, and adjusts transmitters over a 4 to 20 ma range; Supervises and instructs other employees in the proper use of instrumentation, computer equipment and the SCADA Systems and makes recommendations for improvements and/or replacements. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the principles and theory of electronics, instrumentation and computer applications; thorough knowledge of methods, materials, tools, instruments, and practices used in installing, operating, repairing, and maintaining electronic instrumentation, computer equipment and SCADA Systems; good knowledge of instrumentation used in water and sewer facilities such as flow and pressure transmitters, digital indicators, recorders, RTUs, PLCs, SLC controllers, distributed logic controllers, piezometers and security system components; ability to work with a PC and PC applications as well as with a computerized Process Control (SCADA) System; ability to program electronic monitoring devices; good knowledge of computer programming and troubleshooting; must possess skill in the use and care of tools, instruments, and software involved in process control troubleshooting; ability to design, interpret, and work from schematics, technical diagrams, computer software programming code (language), and blueprints in the installation, repair, maintenance, operations, functional evaluation and programming of electronic systems equipment/components and SCADA and security systems; ability to make software programming code changes under the guidance of the software vendor/programmer; basic knowledge of electricity and wiring; ability to work with others and to supervise lower level employees; ability to communicate effectively in oral and written forms; ability to work with others together as a team; ability and willingness to work in inclement weather and non-standard hours; ability to bend, climb, stoop, twist, lift moderate to heavy items, and meet other physical requirements on an as needed basis; required to respond to emergency after hour’s calls by pager or other methods. ACCEPTABLE EXPERIENCE AND TRAINING: Must possess an Associates Degree in Electronics Technology with a minimum of two years experience. Considerable experience in the repair, servicing, operation and programming of electronic instrumentation equipment and use of computer systems and SCADA and security systems; or any equivalent combination of experience and training which provides the required knowledge and skills subject to the discretion of Management. ADDITIONAL REQUIREMENTS: Possession of a valid Pennsylvania motor vehicle operator’s license.
