The State College Borough Water Authority is accepting applications for a Water Plant Operator. The Authority serves State College Borough and portions of five Centre Region municipalities. This position is part of the physical plant and requires a working knowledge of the principles, practices, and equipment of water plant operations including conventional and membrane filtration; GAC; UV and gaseous chlorine disinfection among other skills and abilities. The position will include: collection of water quality samples, operating and maintaining plant equipment, record keeping, and building and grounds maintenance, and other related tasks as required.  The position requires the ability to participate in rotating 24HR on-call schedule; and carry a pager to respond to emergency calls as necessary. The successful candidate should possess a PADEP water operators certification AE: 1,6,8,10,11,13 or ability to obtain within 12months of hire and obtain a commercial driver’s license with Haz-Mat endorsement within 1 year of hire.

Job duties will include:

- Operating the water treatment plant, taking water quality samples, maintaining plant equipment, maintaining records, and preparing reports;
- Assists Water Production Superintendent and Chief Water Plant Operator in operating the water treatment plant;
- Records readings of amount of chemicals added to the water;
- Takes water samples for chemical analysis at the treatment plant, the wellfields, and in the distribution system;
- Checks Samples for Chlorine and Fluoride residuals;
- Makes process changes with proper operator’s license;
- Makes routine chemical tests of water samples;
- Determines proper chemical concentrations;
- Checks and lubricates pumps, motors and other plant equipment;
- Calibrates chemical feed pumps and laboratory instruments in accordance with the manufacturer requirements;
- Brings any mechanical defects to the attention of the supervisor;
- Assists, with the maintenance and repair of machinery and equipment at all authority facilities;
- Makes daily checks of Shingletown Reservoir and assists with reservoir maintenance and management;
- Will be required to perform equipment checks at the Authority wellfields and pumping stations;
- Assistant with maintenance and repair of radio telemetry equipment;
- Notifies supervisor, utilities and other officials and organizations of emergencies;
- Performs maintenance tasks on buildings and vehicles;
- Performs custodial grounds keeping tasks at treatment plant, wellfields, and pump stations;
- Will be required to be on a rotating 24HR on-call schedule operating the water treatment plant, performing fluoride and chlorine residual tests, checking alarms and responding to emergency calls when requested;
- Maintains equipment preventative maintenance records;
- Performs related tasks as required.

Specific Functions & Tasks:

- Responsible for scheduling all filter plant maintenance tasks and getting approval from the Water Production Superintendent;
- Assist in all aspects of microbiology quality control programs;
- Responsible for maintaining inventory of all lab supplies including microbiology materials;
- Responsible for all monthly filter plant reports;
- Assist with special sampling programs;
- Assist with Quarterly sampling scheduling and compliance checks;
- Assist with or conduct filter plant tours;
- Responsible for maintaining chlorine, sternpac, and polymer inventories

Knowledge, Skills & Abilities:

General knowledge off the principles, practices, and equipment of water plant operations; general knowledge of chlorination requirements of water; general knowledge of the occupational hazards and safety precautions involved in water plant operation; general knowledge of routine laboratory procedures; ability to prepare detailed reports and maintain records; ability to establish and maintain effective working relationships with associates and customers.

Education & Experience

Any combination of education and experience equivalent to graduation from high school and some experience in water plant operations, including some supervisory experience.

Special Requirements:

- Possession of commercial driver’s license with Hazardous Materials endorsements valid in the Commonwealth of Pennsylvania (or ability to obtain within 1 year of hire).
- Possession of a Class AE subclass 1 6 8 10 11 12 Water Treatment Plant Operator’s License issued by the Commonwealth of Pennsylvania (or ability to test within 18 months of hire).
